Robert (Bob) Boisvert - got a promotion at DCYF when he was accused of sexual harassment. Hand slapped by Maggie Bishop for threatening a mother about talking about her case! Thanks to her we will be making these issues public.  Boisvert  later retracted to the mother, stating "It was friendly advice, not a threat.

For a child support contract Stephen hiring a man jailed as a deadbeat dad to revise state child support guidelines. 
In 2004, Stephen was the first name listed on seven pages of supporters to grant a pardon to Socha for 1991 convictions on one count of conspiracy to commit arson, one of theft by deception and two counts of witness tampering. Oophs 2004ish New Hampshire pharmacists and drugstores sued over cuts in the state's reimbursement rates for drugs prescribed to Medicaid recipients, claimed they were illegal because Stephen failed to get legislative approval.  Getting approval would be out of character - riding on mommy and daddy's business ventures as if they are his own.

During Stephen's five years at the Department of Safety, that agency's budget increased 103 percent - or more than 12 percent a year -John Stephen claimed to be the state's director of homeland security. In fact, the former fire marshal was named director of emergency management and put in charge of homeland security after Sept. 11th.

In 2005, John Stephen confessed that he had double-counted $70 million in federal funds - how do you do that exactly. And is that where the alleged surplus is? and then in 2008 The billing department and employees cease to exist – maybe the surplus is ...

As commissioner - Stephen cut budgets for senior centers – which inadvertently shifted to tax payers again to stabilize the fall out, and medical detox was also on his agenda in the state of NH was also cut from the budget.  Judge Tenny court ordered medical detox for a young mother, Judge Leary denied her going to Odyssey House due to no medical detox, Leary wouldn't let her bring in new evidence and
Judge Bamberger said it didn't matter if her daughter was taken illegally, it was too late, because her court appointed attorney, Brian Major didn't file an appeal.  Bamberger ruled to terminate rights. Judge Cloutier terminated rights after stating the opposite of testimony and proof at TPR.   - our social nightmare Kris Geno recommended medical detox for a young mother already detoxing off methadone. Geno  worked for Stephen at the time and had a hot little memo sent  to all social workers that there was no medical detox in the state, she failed to relay that in the above proceedings.  
Stephen in 2004-2006 contracted services from several providers, never paid their bills as shown in this recent case: Chase Home for Children vs. DHHS 2010 Merrimack court house where the judge ordered DHHS to reimburse the centers. "The court finds that . . . it was inappropriate for (the Department of Health and Human Services) to lapse funds to the state before paying its full contractual obligation," the decision reads.

2010 Whoever rearranged things - they are still not doing the billing correctly

2006 Breaks were put on the "welfare to work" program because Stephens the consummate attorney ignored bidding laws.

2010 Rhode Island launches an investigation into Stephen’s dealings with them
In response to $370,000 in questionable payments made to John Stephen and the Lucas Group for so-called volunteer work, Rhode Island's Lt. Governor Elizabeth Roberts is calling on lawmakers to fine public officials who violate bidding laws. The Rhode Island Attorney General has also been investigating the payments. John Stephen, working for the Lucas Group, consulted with Rhode Island on its Medicaid program.
 
The U.S. Department of Health and Human Services' Office of Inspector General is demanding the state of NH repay $35 million from 2004, claiming improper use of federal funds during the time John Stephen was commissioner. And how’s that surplus looking now?

No surprise really when 2010 - John Stephen hosted a Bikini contest, on his web site as "The HOTTEST party ever" in order to raise money for his gubernatorial campaign - a guy with a wife who is never seen smiling and two young daughters. Hmm ... there is probably a story there, but shes not talking yet ...


They haven't even figure out the billing in the child protection section yet. Ouch New Hampshire citizens are in for a pinch.
